This legislation establishes the Transit Rail Expansion Commission Act. The commission is required to develop a statewide strategy to expand mass public rail transit. If the constitutional amendment proposed by HR 830 is approved by the voters, it would allow property owners within 1/4 mile radius of transit station (a rail transit district) to request a special assessment to be imposed on their properties. It allows the General Assembly to appropriate $2.00 to the Transit Rail Expansion Commission for each dollar collected by a transit rail expansion district for the expansion and maintenance of transit rail infrastructure. |
